Essentially, the dealership underwrite the terms of the loan without the need to have “A California Finance Lenders Law (CFL) license, issued by the Department of Financial Protection and Innovation (DFPI), that allows individuals and companies to engage in making and brokering consumer loans in California. It's required for those who lend from their own balance sheets and for those who act as brokers for licensed finance lenders”
